The State Administration for
Industry and Commerce recently issued the
Penalty Measures for Infringing upon Consumer
Rights and Interests, which comes into effect on March 15, 2015.
To further
implement the Law of Consumer Protection,
the
Measures
further
regulate the details of the obligations of
business operators under
the Law of
Consumer Protection, stipulate the
corresponding
punishment
on business operators for failure to perform their obligations, as
well as the
steps
for imposing
the punishment.
For example,
In the future, if the on-line shopping supplier uses the excuse that
"Consumers have opened the package, damaging the goods in good
condition," to refuse return of goods, he will be deemed to be
unreasonable refusal and will be punished.
